ESM issues €1bn digital bond via Pontes
Clearstream supports Europe’s first supranational DLT bond settled through the Eurosystem’s central bank money platform

The European Stability Mechanism (ESM) has priced its first digitally native bond, a €1bn benchmark issuance settled through the Eurosystem’s Pontes platform, marking a milestone in the deployment of Europe’s digital financial infrastructure.
The transaction brings together the ESM, Deutsche Bundesbank and Clearstream, Deutsche Börse Group’s post-trade business, combining digital issuance with established European capital markets infrastructure. It is the first digital bond issuance by a European supranational issuer to settle through Pontes, which enables wholesale financial transactions recorded on distributed ledgers to be settled directly in central bank money.
While the Bundesbank acts as issuing and paying agent, Clearstream manages the bond through its D7 tokenised securities platform, with the cash leg settled via Pontes and the Eurosystem’s existing TARGET payment infrastructure. DZ BANK and Société Générale acted as advisory banks.
Clearstream’s hybrid model allows the bond to move between its digital platform and traditional market infrastructure. The bond is expected to be listed on the Luxembourg Stock Exchange and eligible as collateral for Eurosystem monetary policy transactions.
Stephanie Eckermann, Member of the Executive Board of Deutsche Börse Group and Chairwoman of Clearstream, said the launch of Pontes had made wholesale central bank money transactions an operational reality for securities processed on distributed ledgers.
“The Clearstream Digital Infrastructure combines digital asset capabilities with trusted international capital market infrastructure at scale,” she said.
Pierre Gramegna, Managing Director of the ESM, said the issuance marked an important milestone for Europe’s digital financial markets. Meanwhile, Joachim Nagel, President of the Bundesbank, added that the transaction demonstrated the potential for distributed ledger technology to make securities issuance and settlement more efficient and strengthen the European capital market.
